On the city's hillsides, roof water released uphill of a house keeps travelling under gravity until something stops it, and the Stormwater Management Utility runs the system it ultimately joins -- so where a downspout discharges is a question about a municipal network rather than about your own lawn. The Historic Conservation Board is the second check: within a local historic district, exterior work is reviewable, and gutters, downspouts and the cornice detail behind them are visible exterior elements. Confirm district status by address before changing material or profile.
